Problem based vs.Strenghts Based Policy Development

PROBLEM CENTERED APPROACH (From Chapin,Rosemary. 2007. Social Policy and Effective Practice: A Strengths Approach)

1.Define problem
• A situation labeled a problem to be corrected
2.Analyze problems, causes and consequences
3. Inform the public. Engage in claimsmaking.
4. Develop policy goals.
5. Legitimize policy goals by building consensus.
6. Develop and implement policy/program.
7. Evaluate and assess policy/program effectiveness

STRENGTHS-BASED APPROACH
1. Define needs, goals, and barriers
• Identify basic needs and barriers to meeting needs
• Identify client goals
2. Formulate policy alternatives
• Identify ways that barriers to reaching goals are currently overcome by clients (strengths) and through programs (best practice)
3. Claimsmaking is based on right to self-determination and social justice
4. Identify opportunities and resources necessary for people to meet their goals.
Formulate policy goals informed by consumer collaboration.
5. Legitimize policy goals by negotiating consensus.
6. Develop and implement policy/program.
• Program design informed by consumer collaboration.
• Implementation informed by consumer involvement.
7. Evaluate outcomes.
• Evaluations and assessment emphasizes client outcomes and client feedback to improve policy.
